CSharp GDAL bindings are now available for testing in MS4W 4.0.0-alpha3: http://www.ms4w.com/release/experimental/ms4w_4.0.0_alpha3.zip See the local folder \ms4w\gdalbindings\
Note that this contains PHP 7.0.8, but PHPMapScript is not included yet: please contact me directly if your organization can help fund its development.
